In the near-future megacity of Neo-Tokyo, the remnants of a secret military program continue to seep into everyday life with dangerous consequences. When a violent biker gang member becomes the unwilling subject of experimental psychic weaponry, the fallout is immediate and terrifying: his mind is pushed beyond human limits, unleashing a rampage that spreads fear through the streets and threatens to destabilize the fragile order of the city.
